The purpose of this study is to reorganize the population classification standard (hereinafter referred to as the KPCS(Korean-type population classification standard)) appropriate for the social, economic and educational environment of Korea by breaking away from UPCS(universal population classification standard) that are not suitable in Korea for systematic policy establishment and effective policy performance. In KPCS, it can be classified into infant & child, school age, active, and elderly population according to age and life cycle. As a result, it will be very difficult to secure a quota and an adequate level of funding for operation and management of related facilities due to the rapid decrease of the infant & child and school age population. In the decreasing trend of the active population, the lower age populations are decreasing and the higher age populations are increasing, which will negatively affect production and consumption in the long run. In the increasing trend of the elderly population, higher age populations increase more than lower age populations, which will increase the burden of support. The KPCS presented in this study is differentiated in that it provides demographic information according to Korea's social, economic and educational environment under rapidly changing environment that UPCS can not provide. This study will be a milestone in the study of directly and indirectly related to the population, and can contribute greatly to the systematicity and efficiency of policy making and the effectiveness of policy performance.

In this study, the public deliberation in the policy-making process was divided into three stages of the public deliberation agenda-public deliberation process-public deliberation results and conversion, in the case of Seoul's 2018 regional balanced development. This was reorganized into two aspects and arranged. First, is it possessing the characteristics of public deliberation in the policy-making process? In the first public deliberation agenda, publicity and deliberation are possible. In the second public deliberation organization, professionalism and fairness. In the third public deliberation participant, it is representativeness and deliberateness. Second, is there a transitional link between administrative policy-making and citizen deliberation? It was converted from the first administrative domain to the civil domain. Seoul's case is type of mobilization. It is also in the stage of entering the decision agenda from the government agenda, mainly by exploring policy means in public deliberation. It was converted from the civil domain to the first administrative domain. Citizens' opinions and citizen proposals were submitted to the administration in the form of public deliberation results. As the administration actively accepts public deliberation results, it is used as a driving force for policy promotion and a tool for justification.

As Korean society developed into a multicultural situation due to the influx of foreigners, the government promoted various institutional devices and policies related to multicultural policy. As part of this policy, the introduction of the employment permit system in 2004 brought foreign workers to Korea in earnest. At the time of introduction, the perspective of the employment policy on foreign workers was to prohibit settlement based on the principle of short-term circulation. On the other hand, from the perspective of social cooperation policy, they focused on marriage immigrants in the long term as being immigrants in our society, and foreign workers tended to be excluded. However, over time, the short-term employment policy has undergone several fluctuations, and as a result, the type of stay of foreign workers has changed. The purpose of this study is to analyze how changes in the employment policy have been made in the short-term cyclical view since the introduction of the employment permit system, and how the status of stay of foreign workers has changed accordingly. We attempted to explore the possibilities for inclusion as an object of integration. As a result of the analysis, several employment policy contents have been developed in a direction that violates the principle of short-term circulation. As a result, the trend of staying in foreign workers is also increasing and the trend of long-term stay becomes clear. Nevertheless, the level of social cooperation policy remains low. Therefore, based on these results, we suggested that it is time for foreign workers to change their systems and policies to be more actively embraced from a social cooperation policy perspective.

The purpose of this study is to analyze the institutionalization process of conflict resolution of the Gwacheon Flower Complex Development Case. For this purpose, this study used qualitative analysis using qualitative data such as in-depth interview, literatures, internet data, newspaper articles related to the case. Study results show the success factors of the conflict resolution and institutionalization process as follows. First, make a joint consultative body to create internal rules, establish goals and find alternatives to achieve goals. Second, create policy agenda for conflict issues through the formation of consensus among stakeholders. Third, advance formal institutionalization such as change of district plan, revision of law and enactment of ordinance etc. Based on the findings, several recommendations were made to reduce public conflicts including negotiations and mediation based on stakeholder participation, policymaking to prepare reasonable compensation plans, and conflict preventing institutionalization in each phase of policy process and conflict development.

The national merits system of Korea has been changed into a form of policy layering in which the subject of merits is formed according to the establishment of a new individual law. As the scope of the merits are defined according to the enactment of individual laws, the issue of ‘equity’ among the merits’ subject is continuously being discussed. This study examined the policy of Korean special mission merit which shows the policy layering characteristic of the national merits’ system in Korea. In this study, we analyzed the policy according to the three network boundaries. Firstly, there were four government agencies, five political parties, 19 organizations related with the dispatched soldiers to North Korea as policy actors, and the density was very low, 0.0628%. In the policy making period, two governmental agencies, six political parties, and 69 organizations related with the dispatched soldiers to North Korea appeared as policy actors, and the density increased to 0.4944%. Lastly, there were one governmental organization, 8 political parties, and 25 organizations related with the dispatched solders to North Korea as policy actors. The density decreased to 0.0570%. As a result, Patriot and Veterans Administration Agency failed to play a leading role in the formation of the policy, and the policy was formed according to the social atmosphere.

The purpose of this study is to compare and analyze how physical, psychological, economic, and social factors affect the quality of life of elderly people in China and Korea and to study the determinants of the quality of life of elderly people in China and Korea. To this end, the questionnaire of 186 elderly in China and 177 in Korea was analyzed. As a result of analysis, the factors that directly affect the quality of life for the elderly in China were in the order of psychological, economic, and social factors, and the factors that influenced the life of the elderly in Korea were in the order of psychological and social and economic factors. Psychological status (depression and self-esteem) was the most important factor in the quality of life of the elderly in China and Korea. The elderly in China have a higher subjective health and self-esteem than the elderly in Korea, due to the high support and support of their relatives, and the elderly in Korea have a high degree of depression, which is due to their relatively isolated lives. However, the elderly in Korea were found to have a lower economic quality of life, and the chronic disease was also lower than the elderly in China.

Recent revealed outcome of prosecutors’ investigation on corruption allegations of involvement by politicians who made behind-the-scenes requests that specific people be hired at certain public corporations, is aggravating the public distrust. This study is conducted to assess which measurements effectively mitigate corruption risks in recruitment of Korea’s public corporations by using data of the joint inspection conducted by 18 government ministries in 2017. After implementing logistic regression analysis, findings showed that conducting written examination, mandating corporations to include external professionals when holding candidate interviews and Personnel Management Committee(for finalizing the plan for recruitment) are significantly related to reduction of corruption risks in recruitment of public corporations. The result of this study is expected to provide empirical support in estimating the effectiveness of future government policies on preventing public corporations’ involvement in recruitment crimes, and assist in opening up ways to deliberate on the fair and just recruiting procedures.

The purpose of the present paper is to offer an analysis of the trust in public organization. To analyze the importance and impact of trust, the effects of performance management and participatory decision making on performance and organizational commitment were analyzed. In addition, the interaction effect of trust was analyzed in performance management and participatory decision making process. Performance management and participatory decision making are factors that have a positive effect on the creation of performance and improvement of organizational immersion among the public officials of the organization. Given that performance management and participatory decision making are carried out through their interactions, the trust of organizational members serves as an important modulator. This study divided trust into colleagues trust, bosses trust and senior government officials trust. Depending on the type of trust, the effects of performance management and participatory decision making on the performance and organizational commitment of the public officials were analyzed. The analysis found that the trust of organizational members mitigated the negative impact of performance management on performance and organizational commitment.
